Page organisation, text extraction and the assorted toolbox operations. PDF page order lives in a page tree, so reordering pages changes nothing about their content — and splitting a document usually makes the total size larger, because shared fonts are duplicated per file.

It is a scan — the file contains images, not characters. You need OCR rather than text extraction.
